19 of Medvedev's twenty-one victories have been achieved on hard courts
A resurgent Medvedev won his initial trophy for 882 days with success over opponent Moutet in the tournament final.
The Russian, a ex- world number one, has experienced a torrid season, winning just one match at the big events and undergoing a setback at the New York tournament.
Medvedev's unpredictability on the ATP Tour - and difficulties with his service game in particular - caused him exiting of the top ten and finally splitting with long-term coach Gilles Cervara.
Currently working with Thomas Johansson and Rohan Goetzke, he has steadily progressed in the last few weeks - culminating in a closely contested 7-5 4-6 6-3 triumph over Frenchman Moutet.
This represents Medvedev's maiden championship following the Italian tournament and first on a hardcourt from spring of 2023.
Success also means the Russian has won 21 titles at twenty-one various competitions.
"For the first time I am participating in a tournament with my children at once, so to win a trophy is particularly special," stated ranked player Medvedev.
"This victory is in dedication of my child Victoria, because the initial championship I achieved when my child Alisa was born was for her."
Medvedev, the 2021 US Open champion, had been defeated in his previous six finals, featuring in that event in the past months.
Medvedev's counter-punching strategy and regular reactions on court had caused observers to doubt if his skill to play at the elite level was over.
Yet the 29-year-old has altered his approach in the last few weeks, making an effort to come to the net and play aggressively, supported by an better service.
The champion fought back from a disadvantage in the initial set against the challenging Moutet, securing four of the last five exchanges to gain the advantage.
The competitors exchanged break points in the middle set before the Frenchman, attempting for his maiden ATP Tour title, took control to create a decider.
He saved four initial break points in a competitive third set before Medvedev broke to fifteen to serve for the match.
Suitably, the winner secured victory with a shot at the net area, with Moutet incapable to control a volley after over two and a half hours.
